A Facebook post from Department of Information and Communications Technology (DICT) Secretary Henry Aguda has put gaming platform Roblox under the spotlight in the Philippines, warning of possible restrictions if it fails to protect young users.
In the post, Aguda said there are reports that Roblox is being used for “sexual predation, grooming, and exploitation of Filipino minors,” adding that platforms cannot be considered if children are at risk.

Why Roblox is being flagged
The DICT, along with the Cybercrime Investigation and Coordinating Center (CICC), has placed Roblox on notice over child safety concerns on March 18, 2025.
Roblox allows users to create their own games and interact with others in real time. While this has driven its popularity, the regulators say it also creates gaps in moderation that can expose children to harmful content and interaction.
The Philippines is not actually acting in isolation as Roblox is already facing mounting legal and regulatory pressure with other governments and law enforcement agencies globally. These have all raised concerns over the platform being used in cases involving child exploitation.
A 2025 UNICEF Innocenti working paper noted that user-generated gaming environments, like Roblox, have been used to recreate real-world violent incidents and harmful narratives.
In some cases, these include content linked to white supremacist and neo-Nazi groups, non-state armed groups, criminal syndicates, and games inspired by mass violence.
The report found that some user-created experiences simulate real-world attacks or mod game content to reflect extremist ideologies.
What the Philippine government wants
Authorities are pushing for stronger safety measures such as enhanced content moderation, better detection and prevention of harmful interactions, clearer reporting and response systems, and closer coordination with Philippine regulators.
Could Roblox be restricted?
For now, Roblox remains accessible in the Philippines, and no formal ban has been announced.
However, the warning is showing that restrictions are on the table if the platform fails to act. These could include tighter regulatory measures of access limitations, depending on how the situation develops.
What it means for users
There are no immediate changes for players. However, if Roblox responds to the government’s concerns, users could see:
- Stricter safety settings (particularly for younger users)
- Increased moderation of chats and in-game content
- More visible enforcement and reporting tools.
Parents may also be encouraged to monitor their children’s activity more closely.
The trend
Recently, the DICT and CICC placed Telegram under observation over its alleged use in online sexual exploitation and scams.
Authorities also briefly moved to block access to AI chatbot Grok over concerns about misuse, including the spread of harmful content, before lifting the restrictions after corrective measures were introduced.
Alongside regulatory action, lawmakers are also pushing for stricter rules on how young Filipinos access digital platforms.
House Bill No, 8262 proposes to ban social media use for individuals under 16, unless with parental consent, and would require platforms to implement age verification systems.
While still under deliberation, the bill shows growing concern among policymakers over the impact of digital platforms on younger users.
